August 27, 2017 – Tropical Storm Harvey Flooding Event


Harvey remains a tropical storm and continues to produce heavy rainfall. Catastrophic and life threatening flooding is occurring across much of southeast Texas, with conditions in the Houston area deteriorating as the rain continues. Monitor the National Hurricane Center and your local National Weather Service forecast for the latest details.

SEVERAL NEW requests for transportation and warehouse space have been posted today and we are posting the most current requests on our needs map. Please contact us if you can assist. Please note we are seeking pro bono / donated / volunteer offers only at this time.

Today we coordinated transportation of cots from San Antonio to Houston (UPS Foundation for Harris County OEM), provided information on sources of swift water rescue teams (Bayshore Global), information on drones for damage assessments (Crawford & Co), information on portable medical clinics (Clinic in a Can) and information on rotor aircraft for delivery of pharmaceuticals to clinics / hospitals (Airlink / Healthcare Ready / Cardinal).

Information resources including emergency declarations, road and facility closures, and more is included below. If you need assistance or information on any of these items, please contact us and we will work with our emergency management partners to get you an answer. A coordination call will be scheduled for Tuesday 8/29/2017. More information will be issued Monday 8/28/2017.

Information on supply chain disruptions is still requested. This information will not be shared except to assist our emergency management partners with their decision making for critical commodities.

A reminder to donate and volunteer responsibly so as not to consume supply chain capacity with items that are not needed. Cash donations to reputable non-profit organizations allow them to purchase exactly what is needed in the right configurations and quantities, and to help restart the local economy.

·   Driver needed Tampa, FL – Corpus Christi, TX. Organization has tractor.

·   Transport roofing tarps from Lumberton, NC 28358 to Robstown, TX 78380

·   Power only move of 53’ dry van trailer from Houston, TX 77034 to location TBD in SE Texas. The trailer has a generator unit mounted on the front, and requires a tractor with an adjustable 5th wheel to accommodate an 80″ swing clearance.

·   15,000 sqft in Victoria, TX

·   80k – 100k sqft – unmanaged in SE Texas. Final location will depend upon storm damages

Information on waivers for motor carriers and drivers providing direct emergency relief to, from or within the areas covered by the declarations In response to Harvey, the Federal Motor Carrier Safety Administration (FMCSA) declared that an emergency exists that warrants issuance of a Regional Emergency Declaration in the States of Texas and Louisiana and an exemption from certain Federal Motor Carrier Safety Regulations (FMCSRs), including hours-of-service (HOS) regulations, to addresses possible emergency conditions creating a need for immediate transportation of supplies, equipment and persons into and from those States.

Texas and Louisiana have declared state emergencies due to Harvey. These declarations automatically waive select FMCSRs, including hours-of-service (HOS) regulations, for motor carriers hauling resources to aid in restoration efforts. The declarations exempt FCMSR in every state along the motor carrier’s route as long as the final destination is with the declared disaster areas in Texas or Louisiana.
